Trademark and vendor certification?

Maybe I'm crazy... Imagine the project is successful, hobbists' soldering guns smoke, vendors offer ready maid gadgets.
Under what condition shall vendors be allowed to put the project name/logo on their devices?

One answer is: never. That's what BSD/GPL licenses enforce.
Another answer is: when certified. That's what Sun does with Java.

How could they be certified? Imagine we establish a central legal body (a charity) managed by a trusted committee. It owns the trademark/logo. Vendors get their devices certified either directly by the charity (free of charge?) or by the commercial bodies appointed by the charity.

If this model works we can later embrace other kinds of projects - open source DRM free ebook readers for example. Thoughts?
